History
The creation of U.S. AFRICOM was driven by two factors; firstly, African nations needed increased capacity to control cross-border terrorism threats such as al Shabaab in Somalia, secondly, countries wanted a stronger connection with the United States to better support their individual efforts in fighting these threats on their own soil as well as enforcing international norms related to human rights abuses.
